Lizette Neme

Founding Partner 

Lizette began her professional career over 20 years ago at one of Mexico’s most prestigious law firms. In 2016, she joined Mexico’s Ministry of Finance and Public Credit (Secretaría de Hacienda y Crédito Público), where she participated in the design and drafting of the FinTech Law.​

For more than seven years, she has led her independent legal practice. She is a co-founder of Áurea Partners, where she advises on financial regulatory matters and proposes and implements key public policies for Mexico’s financial and technology sectors. She has participated in specialized forums, including the Senate of the Republic, and has written for various leading publications on financial and technology regulation.​

She is actively involved with the FinTech México Association, the Mexican-Lebanese Legal Association Al-Muhami, and the Board of Directors of the Lebanese Center (Centro Libanés). She is also a member of LIFE Lebanon.​

Lizette holds a law degree (LL.B.) from Escuela Libre de Derecho and a Master’s degree in International Financial Law from King’s College London. ​

Lilia Alonzo

Founding Partner

With over 20 years of experience, Lilia has advised various companies on the development, construction, and financing of energy generation and infrastructure projects. She has participated in project financing operations, mergers and acquisitions in the electric, hydrocarbons, port, and transportation sectors. ​

Lilia is a co-founder of Áurea Partners, where she leads the energy practice and advises on energy transition processes. In addition, she specializes in negotiations of PPAs, O&Ms, EPCs, DSAs and other relevant agreements related to the operation of participants in the electric energy industry. She is also a member of organizations promoting the development of women in the energy sector, such as MERM, WEN, Abogadas Mx and Voz Experta. Lilia is a member of the Energy Committee for Comparmex Querétaro and secretary of the Red Agrovoltaica Mexicana.​

Lilia holds a Law Degree from the Escuela Libre de Derecho and an MBA from Bayes Business School. ​

Cecilia Rojas Mata

Cecilia has over 20 years of experience in banking and finance practice, representing both creditors and debtors. She also has experience in mergers and acquisitions, corporate and commercial law. Cecilia developed her private practice at one of the most renowned law firms in Mexico. She was recognized by  Chambers & Partners in 2022​

Before joining Áurea, Cecilia served as General Counsel of Altán Redes, a company providing wholesale telecommunications services. Her work was recognized by Legal500 in the Mexico GC Powerlist in 2023, 2024 and 2025.​

Cecilia has founded Diversity, Equity and Inclusion Committees in the institutions where she has worked. Cecilia is also a member of Abogadas MX and has actively participated in mentorship programs.​

Cecilia holds a Law Degree from the Instituto Tecnológico Autónomo de México and an LL.M. from Columbia Law School in New York.​

  • Andrea López-Malo Villalón

    Manager
    Andrea holds a law degree from ITAM and has a Diploma in Competition Law, as well as a Master’s degree in Law and Economics. She began her career at COFECE (Mexico’s federal economic competition authority), gaining extensive experience in competition matters. She has provided specialized legal consulting to domestic and international clients and currently focuses her practice on financial regulatory law.

  • Rodolfo Flores Urquiza​

    Senior Associate​
    Rodolfo holds a law degree (LL.B.) from Universidad Panamericana and a specialization in Business Law from the same institution. He has experience in corporate law, mergers and acquisitions, consumer protection, and personal data protection. He has participated in complex transactions, due diligence processes, and the negotiation of commercial agreements. He currently focuses his practice on financial regulatory law.

  • Shannon Reilly Marulanda

    Senior Associate
    Shannon holds a law degree (LL.B.) from ITESM and completed a Diploma in Banking and Financial Law at ITAM. She began her career in the corporate and financial sector and worked at an electronic payment funds institution (IFPE). At Áurea, she specializes in financial regulatory compliance, supporting financial institutions and fintech companies.​

  • Eduardo Arturo Galicia de la Cruz

    Senior Associate
    Eduardo holds a law degree (LL.B.) from the National Autonomous University of Mexico (UNAM) and specializes in public officials’ liability and energy regulatory law. He has experience in constitutional and administrative litigation, as well as in drafting agreements and contracts within Mexico’s electricity sector.

  • Víctor Delgado Torres

    Associate​
    Víctor is a lawyer specializing in transactional, environmental, and energy law, with experience in natural resources governance, water management, infrastructure, and Nature-based Solutions. He has advised public and private clients on regulatory strategy, contract structuring, and real estate matters, including securing rights-of-way. He has also worked with in-house legal teams and in the public sector.

  • Sofía Chavolla Villatoro

    Analist
    ​Sofía studied Law at Escuela Libre de Derecho. She has experience in constitutional and administrative litigation. At Áurea, she specializes in Administrative Law, conducting due diligence and energy regulatory analysis, and providing legal and regulatory support for the development projects, including notarial matters and assistance in obtaining permits in Mexico’s electricity sector.

  • Jenyfer Guerrero Granados

    Junior Associate
    Jenyfer holds a law degree from Universidad La Salle and has experience in corporate law and contract drafting. Her practice focuses on providing legal advice to companies from incorporation through their day-to-day operations.

  • Dunia Salum Kuri

    Intern
    Dunia earned her law degree from Universidad Panamericana. She has experience in administrative and constitutional law, as well as criminal compliance. She currently works at Áurea as part of the Financial Law team, supporting regulatory compliance matters for financial institutions and fintech companies. She is currently completing the requirements to obtain her degree and is pursuing a specialization in Business Law.
